Report on HR Survey

Introduction

In the Summer of 2003, Action Data Group LLC, Dnepropetrovsk, carried out a short national survey on the leading companies in Ukraine. The aim of this survey was to look at the companies? perception of an Assessment Center roles in the function of Human Resource. Through the convenience samples questionnaires, a survey of forty companies on the lists panel pulled in nineteen responses, which were weighted to be representative of companies nationally.

P.1. Reading shows that 88.8% of companies in this survey conducted Internal Marketing for the organization. From this percentage, we have only 11.1% which are active in activities in every 3 months and the remained of 77.7% are in passive form that referred to annually or occasionally term. In-house newsletter and company outings and annual dinner are the most circulated. Followed by the used of Intranet, Public Relation department and HR consulting firm. In the case of external source, some companies preferred professional service from HR consulting firm for handling certain tasks.

P.2. 88.9% company done an analysis of the important drivers of employees performances while another 11.1% have never carried out such consideration. Sources are from 87.5% of Internal HR and 12.5% are made-up of cooperation between the Internal HR and external firms.

P.3. In turn of communicating business goals to the employees, 42.9% of companies have frequent practice in every 3 months. As for the course of 6 months and yearly, both have the percentages of 14.3 respectively. Another 28.5% have had companies undertaking this task occasionally as required. The delivered fractions showed three main divisions that companies adopted to communicate its business goals to their employees. The proposition for entirely Internal HR department involvement is 37.5% whereas involvement of department management team as led by HR has 50% and the involvement of Board of Directors during corporate events scored 12.5%.

P.4. In accordance to the statistic, 66.7% of companies have never done an analysis on the competitors employees’ main strengths. Only 33.3% conducted this studied in a passive term which is on 6 months or yearly base.

P.5. We have 87.5% of companies undertaking Training & Development (T&D) for their employees. Three conditions existed where T&D is performed in companies on the phase of either monthly basis (25%), 3 to 6 months (25%) or continuously depends on business needs (37.5%). The main purposes are to developed skills and knowledge and through company orientation when new staffs were employed. There’s effort in identifying T&D needs as 87.5% of the companies carried-out an assessment before implementation. The presents of external firms collaborating with companies HR department for T&D is 37.5%, Internal HR has 12.5% and tasks fully assigned to external firms have 25%. Another 12.5% respectively included assignment undertake by departmental led by HR and the present of corporate trainers in the organization.

P.6. The degree of commissioned HR tasks for external firms in overall companies ratings shows only 22.2%. Balance of 77.8% of companies still relayed on Internal HR. Assignments, which are usually applied on external firms, will be based upon business needs.

P.7. Companies that engaged in Assessment Center activities before are 44.4% as compared to 55.6% of companies, which haven’t involved. Sources of contribution have had the Internal HR and external firms in the equaled ration of 50% each. The most applied assessment methods are management games (11.8%), role-play (17.6%), analytical tools (17.6%), case study (11.8%) and face-to-face interview (23.5%). Methods used are mainly conventional and the present of moderator, audio & visual facilities are not strongly stated as the latter categories only received 5.9% respectively.

P.8. Based on the scoring, 77.8% of companies conducted employees' evaluation in every 12 months, 11.1% in every 6 months and the last 11.1% in occasionally course.

In opinion, companies conducting performance evaluation in every 6 months may be much competitive in terms of workforce support. Frequent appraisals enable companies to provide clear company directions/ guidelines; employees would received continual feedback and create constructive competitive environment among staffs as a pull factor to encourage learning, improvement and cooperation.

Conclusions

From the survey as refers to P.5., the implementation of assessment procedures to identify T&D needs in companies are high in the percentage of 87.5%. However, in accordance to P.7., only 44.4% of companies have had previous engaged in an Assessment Center activities. Thus, the present of assessment applications in most companies are high but not necessary involved an Assessment Center. It could means to be handled by Internal HR department served as an Assessment Center to carried-out tasks when situation required.

The involvement of external firms in companies HR matters was low with only 22.2% and companies Internal HR department still considered as the main articulation of labor matters.

The crucial of understanding rivalries workforce competitive strengths is fairly carried out by companies as statistic shows only 33.3% in terms of 6 months or yearly basis. The focus has the Internal HR of companies been concentrated on issues of their employees showing 88.8% of companies conducted Internal Marketing and 88.9% also done an analysis of employees performances drivers. T&D have the followed rating of 87.5% where companies involved in various terms as cited in P.5.
